Support for the investors

Local incentives
The city of Kętrzyn has some offers for the investor:
– help in choosing the best investment location;
– good infrastructure preparation, area utilities;
l- ow taxes with a draft property tax exemption as de minimis aid in creation of new jobs;
– help in finding employees with the participation of the District Labor Office in Kętrzyn;
– promotional support as a part of the cooperation with the partner cities;
– cooperation on education for labor market needs;
– assistance in registration of business activities by qualified employees of the City Hall.

Through all procedures the investor is assisted by an Enterprise Development employee as a liaison between the Investor and individual parts of the City Hall.

The employee’s duties include:
– preparation of information about the city’s investment opportunities (including the offer of investment areas, office spaces, halls and warehouses);
– assisting the Investor in all necessary administrative and legal procedures during the implementation of the project;
– providing quick access to comprehensive information about the economic and legal environment of the investment;
– providing comprehensive assistance in finding a suitable location in according to the expectations of the Investor, the partners and the suppliers;
– post-investment support for the companies (it also supports the companies operating in the commune by maintaining constant contact with them and the help in solving current problems connected with the activity in the commune);
– information on investment incentives provided by the municipal government and by the special economic zone (SEZ), etc.

Investor Assistance Centre
The staff of the IAC operates according to the standards set by the Polish Investment and Trade Agency, it was trained at the Agency and is provided with substantive support for the employees. Each unit covers the area of the region where it has its headquarters and is a source of the current data on the voivodship’s economy. The centers have also contact bases with local self-governments and business-related institutions working for the development of the voivodship.
The main goal is to provide a comprehensive investor service at the level of the voivodship. The centers cooperate with the Polish Investment and Trade Agency on the investment projects. They also provide services for the investors reporting to them directly.

Warmia and Mazury Regional Development Agency
The Warmia and Mazury Regional Development Agency in Olsztyn was created in 1993. The Agency’s mission is acting for the economic development of the Warmia and Mazury region, especially by supporting small and medium-sized enterprises. In order to achieve the goals, the Agency takes various actions related to direct support of the enterprises in the form of subsidies, granting of loans for business development, consulting in various forms, organizing and carrying out training courses. The agency inspires relationships between the national and foreign entities in the field of business.

The Agency can help the investors enter the Polish market and make the best use of its opportunities. It assists the Investor in all necessary administrative and legal procedures during the implementation of the project. It also supports companies that are already operating. The Agency provides quick access to comprehensive information about the economic and legal environment of the investment, It also provides comprehensive assistance in finding partners and suppliers, just as a suitable location. The mission is also to create a positive image of Poland in the world and to promote Polish products and services.

Government grants
The government grants are awarded on the basis of The Programme for Supporting Investments of Major Importance to the Polish Economy for the Years 2011–2020, adopted by the Council of Ministers on July 5, 2011. The support is granted in the form of grants based on a bilateral agreement signed between the Minister of Economy and the investor. The agreement sets out the payment terms of the grants with the principle that the subsidy is proportional to the degree of realization of commitments.

The entrepreneurs can apply for support only in the following priority sectors:
– automobile sector;
– electronics sector and the household appliances industry;
– aviation sector;
– biotechnology sector;
– agri-food sector;
– modern services sector;
– research and development activity (R&D).

Furthermore, the entrepreneurs planning production investments in other sectors can also apply for support if the minimum eligible cost is PLN 750 million and the investment plan creates at least 200 new jobs. In other case, the minimum eligible cost must be PLN 500 million and the investment plan must create at least 500 new jobs.
